Project Manager

ETONIEN is sourcing for an experienced Project Manager to lead field operations and execution for a large, multi-year municipal infrastructure project beginning in January. The Project Manager will coordinate the mobilization of crews, equipment, and trucks from the company’s home base to the new Pennsylvania site. This individual will manage daily field operations, direct supervisors and foremen, and ensure safe, efficient, and compliant project execution. The role requires a hands-on leader who can manage labor, logistics, and client relationships while adapting the company’s operating model to a new geographic and environmental context. This role will oversee the full operational rollout of a $5M excavation initiative involving lead pipe replacement across the city of Allentown.

An infrastructure services company specializing in non-destructive excavation is preparing for a major expansion project outside its home market. The business provides hydro excavation, vacuum truck, utility locating, and daylighting services for municipal and utility clients. Known for precision, safety, and cost efficiency, its hydrovac excavation method uses high-pressure water and vacuum systems to expose underground utilities without damage - delivering faster, cleaner, and safer results than traditional excavation.

The company operates a modern fleet of specialized trucks and has built long-standing relationships with municipalities and contractors throughout its region. With a strong foundation in public infrastructure projects, the organization is now positioned to execute a large-scale utility replacement contract in Allentown, Pennsylvania.

Key Responsibilities

  • Project Leadership: Direct day-to-day operations for the Allentown municipal project, overseeing field crews, equipment utilization, and jobsite performance.
  • Mobilization & Setup: Plan and execute the transportation of vehicles, tools, and materials from the company’s western operations to Pennsylvania, establishing a functional field base.
  • Labor & Crew Management: Supervise and coordinate foremen, operators, and laborers (approx. 40+ field staff), ensuring work is performed safely, efficiently, and on schedule.
  • Manage Subcontractors: Ensure all interior plumbing modifications (backflow preventers, expansion tanks, valves, grounding, etc.) are performed by licensed plumbers and meet Pennsylvania Plumbing Code and municipal inspection requirements.
  • Permit Coordination: While this will mostly be handled by the management team in advance, there may be some coordination efforts to secure permits (plumbing, electrical, road opening, and restoration) and ensure timely inspections and approvals by the City of Allentown.
  • Right-of-Entry Forms: Oversee homeowner communications and ensure Right-of-Entry (ROE) and access forms are collected prior to work commencement.
  • Property-Level Records: Ensure complete, traceable property-level records for 500+ addresses, including photos, inspection sign-offs, and GIS updates.
  • Operational Planning: Develop project plans, scheduling, and resource allocation for multiple concurrent excavation and utility replacement sites.
  • Quality & Compliance: Maintain high standards of safety, environmental compliance, and quality control in accordance with municipal and state regulations.
  • Client & Stakeholder Communication: Serve as the primary onsite point of contact for municipal representatives, inspectors, and contractors; report regularly on progress and challenges.
  • Problem Solving: Address operational complexities unique to the new market (e.g., soil conditions, environmental factors, permitting) and develop practical solutions to ensure uninterrupted execution.
  • Budget & Cost Management: Track project costs, labor hours, and materials usage to maintain financial discipline and profitability targets.

Qualifications

  • 10+ years of project management experience in industrial, utility, or infrastructure services (hydrovac, vacuum truck, or heavy civil construction preferred).
  • Strong operational leadership background managing large field teams and complex logistics.
  • Proven success delivering municipal or state-funded projects with strict compliance standards.
  • Ability to manage mobilization and multi-site operations across state lines.
  • High sense of ownership and ability to lead by example in a field environment.
  • Excellent communication skills and capability to interface effectively with field teams, management, and municipal stakeholders.
  • Local to or within reasonable proximity of Allentown, PA.

Compensation

Wide range of factors are considered in making compensation decisions. Exact compensation may vary based on factors including skills, experience, certification, license and location. A reasonable estimate of current compensation $5000.00 USD per week.
